Locale ID and Code Page Support

Most applications need to get the operating system's language ID to run as designed originally. On Windows 95, the default LCID is stored in the registry under HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\Locale\Default.
On Windows NT, the default LCID is stored in the registry under HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\Language\Default
