Microsoft HTML Help Workshop:
Easily create Help systems for your desktop and Web-based applications, including ..NET and Link your application and Help system with context-sensitive Help. Search Microsoft web site with Help Workshop keywords to download the easy to use product.

Hyper Text Markup Language. This markup language is used for web design and also to create help files.
Microsoft® HTML Help consists of an online Help Viewer, related help components, and help authoring tools from Microsoft Corporation.
The Help Viewer uses Microsoft Internet Explorer to display help content. It supports HTML, ActiveX®, Java, scripting languages (JScript®, and Microsoft Visual Basic® Scripting Edition), and HTML image formats (.jpeg, .gif, and .png files).

HTML Help Workshop, provides an easy-to-use system for creating and managing help projects and their related files.

Basic Workflow:

Save the documents you want to use for the help file in TXT format
Use the command Add Header / Tail from my shareware to add header and footers to all the TXT files.
Fore example you can create 2 text files that will be used as header and footers.
The Text file used as Header to add at the top of every TXT files could be:

<title>My Title</title>
<LINK REL=stylesheet HREF="MYStyle.css" TYPE="text/css">
</head>
<body>
<h2>MY Title</h2>
The Text file used as Footer to append at the bottom of every TXT files could be:

Now that all the TXT files have these headers they are HTML files. You can use PFE editor (a easy to use powerful text editor for Windows that has wide application in all areas needing the ability to edit files) or other word processing software, or HTML editors to edit every HTML files and add the formatting you would like to see in your compiled HTML Help. You can for sure create Batch files and/or Macros to facilitate the process.
Once the HTML files are as desired, it is time to create a help project (.hhp) file containing information on the location of your HTML topic files, contents (.hhc) files, index (.hhk) files, image (.png, .jpeg, .gif) files, and other files.
Using the HHP file and an installed HTML Help Workshop, you can compile the separate source and reference files contained in a help project file to create a compiled help (.chm) file. The compiled help file can then be placed on your hard disk, a 3.5-inch disk, a compact disc, a server location, an Internet location, or an intranet location...
